Risk evaluation for sloping-slipway launched ships against collisions with bridge located near the shipyard

Abstract:

The aim of the present study is to evaluate a risk of sloping-slipway launched ships against collisions with bridge located near the shipyard. For this purpose, motions of launched ships in terms of velocity and launching distance are studied by both direct measurements and heoretical predictions. The differential global positioning system (DGPS) technique is
employed to measure the ship’s motions in launching. A theoretical method is applied to predict the ship’s movement after the validation of the prediction method by a comparison with the measured results in the events of actual ship launching. It is found that it is hard for the launched ships to reach the bridge under tugboat controlled condition or even ‘free condition’ of launching (i.e., without tugboat control). Since the launching process of ships is usually controlled by tugboats, it is concluded that the risk of launched-ship collision with the bridge is very low, in particular when the launched-ship operation is controlled by tugboats in the safe zone. The insights developed from the study in terms of the risk evaluation procedure will be useful for the risk management of sloping-slipway launching of ships. Also, the measured motions data of sloping-slipway launched ships obtained in the present study will be useful for the purpose of theoretical method validations by other investigators.
